Velcro patches on either arm, full length zipper with velcro windproof tab. The hood on these all have a wire cord around the rim enabling you to bend them into position and stops it being ripped off by the wind. Most of these will also some with hood draw cords as well.
These MTP Smocks have draw cords on the waist and velcro wrist cuffs.
These are part of the British army PCS (Personal clothing system) issue kit and are a fantastic bit of outwear kit.
